"Yes" and "I don't know"
I don't see any reason why a 19 cannot be a beneficiary or guardian as long as state law doesn't have an age limit of something over the age of 19. This should be confirmed by an attorney in Florida. There are some great estate planning attorneys from Florida in DocWorthy.

As for Social Security, I believe that the beneficiary of your Social Security can be anyone. As for the age restriction, I do not know the rules for Social Security. I think the same estate planning attorney should be able to help you.
